Eskom launched a qualification process for a strategic partner in the proposed 1.5 GW Tubatse pumped-storage scheme, according to its original announcement dated 13 October 2026. The saved release is the utility’s account of procurement and development readiness, not independent confirmation of financing, construction or future operating performance. The project near Roossenekal in Limpopo is designed with four reversible pump-turbine units, approximately 21 GWh of storage and up to 14 hours of generation at full output. Eskom presented it as long-duration support for renewable integration, extended peak demand and grid services, complementing shorter-duration batteries. Request for Qualification E3611GXR is the initial competitive stage. Qualified respondents would enter a later request-for-proposal process, where ownership, partnership and commercial terms would be specified. Eskom scheduled an optional virtual clarification meeting for 29 October and an electronic submission deadline of 30 November 2026 at 10:00 SAST. Eskom said land had been secured and environmental authorisation granted, with technical work, road designs and grid studies advanced. It also reported confirmation of water availability from De Hoop Dam. A ring-fenced project company was envisaged, potentially using limited-recourse debt and development-finance or concessional instruments, subject to bankability. The utility was seeking an allocation supporting a section 34 power-purchase or capacity agreement with NTCSA, but required a viable investment case under alternative bilateral or competitive-market arrangements as well. Eskom Green was still being incorporated when the RFQ was issued. Nexus analysis The combination of stated enabling work and a partner search puts Tubatse beyond a simple concept announcement in Eskom’s account. The central unresolved issue is commercial structure: the preferred regulated route was being sought, not secured. Neither the storage specification nor the procurement launch establishes financial close, an awarded partnership or a commissioning date.
