Comoros launched RESIslands in Moroni on 10 September 2026 with the United Nations Economic Commission for Africa (ECA), opening a programme to strengthen climate-risk assessment, disaster preparedness and the preparation of climate-finance proposals. Government officials, national climate focal points, technical partners, United Nations representatives and civil society discussed how implementation would be coordinated. The initiative is supported by a Green Climate Fund Readiness Programme grant over 30 months and implemented by ECA with the African Island States Climate Commission. Its work covers technical capacity, risk assessments and related frameworks, project preparation and exchanges between participating island states. ECA did not disclose a Comoros-specific grant amount in the announcement. Officials described rising seas, coastal erosion and extreme weather as pressures on infrastructure, livelihoods, water resources, food security and marine ecosystems. Limited institutional capacity to map vulnerabilities and anticipate disasters was identified as a constraint on effective responses. The launch workshop addressed stakeholder responsibilities, an implementation schedule for the first six months, membership of the Project Steering Committee and national training needs. A national project lead will coordinate with domestic institutions and ECA. Initial activities will identify technical gaps in climate and disaster-risk reduction and candidates for training. The regional programme supports nine commission members and includes Comoros, Madagascar, Mauritius, Seychelles and Tanzania through Zanzibar. Regional exchanges are intended to support responses adapted to each country's circumstances. Nexus analysis: This is readiness support, not approval of a construction project or evidence that investment finance has been secured. The relevant next milestones are functioning national coordination, stronger risk information and investable proposals; the launch alone does not establish their completion.
