Mozambique plans to give its state-owned National Mining Company a 20% shareholding in mining projects covered by a new model, President Daniel Chapo announced in Nacala-Porto on 20 October. The announcement was reported by Club of Mozambique on 21 October, citing Carta de Moçambique.

Speaking at the CAVAME-d 2026 conference, Chapo presented the planned company alongside amendments to the Mining Law and Petroleum Law and a Local Content Law as part of a new economic direction. The report said the Assembly of the Republic had approved the instruments and the Council of Ministers had approved their regulations the previous week. The underlying legal texts were not available for independent review in the retrieved material.

Chapo also announced planned investments of US$4.2 billion in mineral-processing projects across different parts of the country. The report described these as planned investments, dependent on financing, licences and industrial implementation—not as completed projects or secured expenditure. The government’s stated aim is to process more minerals domestically and expand local suppliers of goods and services.

A 20% equity stake would not, by itself, guarantee an equivalent share of production value or revenue. Returns would depend on project performance, contractual terms, financing obligations and the state company’s capacity to manage its interests. The scope of projects covered and conditions for participation remain important implementation questions.
