Benin concluded €500 million of international bank financing on 18 September 2026, according to the African Development Bank Group’s own release distributed by APO on 29 September. The release puts the amount at about CFA328 billion and says it will support priority investments in education, health, water, infrastructure, renewable energy, agriculture and jobs for young people and women. The facility has a final maturity of 12 years. Its credit enhancement combines a partial credit guarantee issued by the African Development Fund with second-loss insurance from the Islamic Development Bank Group’s insurance subsidiary. This is bank financing supported by risk-sharing instruments, not a €500 million grant from the Fund. The Bank describes it as a second operation following financing completed in 2023. Its officials say guarantees can mobilise private capital on competitive terms. The release does not disclose a complete pricing schedule, identify all lenders or establish that the entire sum has been spent. The transaction followed the seventeenth replenishment of the African Development Fund, FAD-17, completed in December 2025 and described by the issuer as the largest in the Fund’s history. The Fund is the African Development Bank Group’s concessional financing window. Country office head Robert Masumbuko places the operation within the Bank’s first strategic cardinal point, mobilising capital-market resources at scale, and its New African Financial Architecture. Financial-sector development director Ahmed Attout links the longer-term mobilisation specifically to combining the Fund guarantee with complementary risk-sharing mechanisms. Nexus analysis: The material development is the borrowing structure and longer tenor, rather than evidence of completed public projects. Evaluating its fiscal value will require debt-service terms, guarantee exposure and subsequent allocation and implementation disclosures. Credit protection changes how risk is shared; it does not remove the borrower’s repayment obligation.
