The Southern African Development Community (SADC) held an extraordinary virtual summit on 21 October under the chairpersonship of South African President Cyril Ramaphosa, according to the organisation’s official release. Leaders elected Lesotho Prime Minister Ntsokoane Samuel Matekane as incoming chairperson of the SADC Organ on Politics, Defence and Security Cooperation. His election completes the Organ Troika: Eswatini’s King Mswati III is the current chair, while Malawi President Arthur Peter Mutharika is the outgoing chair. The summit also approved Treasure Thembisile Maphanga of Eswatini as deputy executive secretary for regional integration. SADC described her professional background as spanning trade, industrial policy, the digital economy and institutional development, with three decades of experience. The post oversees programmes that include regional trade, industrialisation, infrastructure, food security and social development. The organisation thanked outgoing deputy executive secretary Angèle Makombo N’Tumba, whose contract was due to end on 26 October. SADC also urged member states to strengthen disaster preparedness and coordination ahead of the 2026/27 El Niño and cyclone season. The release connected the call to anticipated humanitarian risks and the need for anticipatory action. The summit linked its resilience agenda to the inaugural International Conference on Disaster Risk Reduction and Resilience in Africa, hosted by Mozambique in Maputo on 13–15 October. Leaders welcomed its call for stronger partnerships and investment in resilience. Maphanga’s regional-integration responsibilities are tied to the Regional Indicative Strategic Development Plan for 2020–2030, covering economic cooperation as well as infrastructure and human development. Nexus analysis: The decisions concern leadership succession and regional coordination, rather than approval of a particular investment. Matekane’s incoming status should remain distinct from the current Organ chairmanship, while the disaster-preparedness appeal is a policy instruction, not a funded infrastructure programme.
