Mauritania’s cabinet adopted draft legislation on 30 September to authorize ratification of the statutes of the Trade and Development Bank Group and the agreement establishing African Trade and Investment Development Insurance, ATIDI. The official AMI account also records a decree defining arrangements for the Rural Electrification Fund. The TDB measure is intended to open access to complementary financial instruments for development priorities. The cabinet identified infrastructure, energy, industry, trade, sustainable housing and private-sector finance among the areas that could benefit. It also linked accession to stronger South-South partnerships, intra-African trade and integration into regional financing and investment networks. The separate ATIDI bill concerns ratification of the agency’s founding agreement, signed in Mauritius in May 2000. The cabinet described the agency’s purpose as encouraging trade, investment and regional integration while reducing risks that can obstruct public and private financing. Guarantees and insurance are presented as tools for attracting capital to major projects and improving the investment environment. The rural electrification decree addresses the fund’s organization and management, together with procedures for mobilizing and using its resources. According to the cabinet account, implementation requires an operational framework consistent with public-finance principles under Article 41 of the electricity code adopted in December 2022. These are legislative and organizational steps rather than announcements of individual financed projects. The account does not name a new TDB loan, provide an ATIDI guarantee amount, or allocate a specified sum to the rural fund. Cabinet adoption of draft ratification legislation should not be read as proof that every subsequent accession formality has been completed. Nexus analysis The measures could broaden financing and risk-mitigation options for infrastructure sponsors. Actual impact depends on completed legal processes, project eligibility and transactions, none of which is quantified here.
